What R-value does Houston code require in the attic?
Greater Houston is in IECC Climate Zone 2A. The prescriptive ceiling insulation minimum is R-38 under the 2015 and 2018 energy codes and R-49 under the 2021 edition. Which one applies depends on the code edition your city or county has adopted. Spray foam at the roof deck meets the requirement as an unvented attic assembly, typically at 5.5 to 7 inches of open-cell or 3 to 4 inches of closed-cell, with a written certification of installed thickness for the inspector.

Homeowners ask us this constantly, usually after getting two quotes with two different thicknesses. The confusing part is not the code. It is that the Houston area has dozens of permitting jurisdictions and they are not all on the same edition.
The climate zone
All of Greater Houston, from Conroe to Galveston and Katy to Baytown, sits in IECC Climate Zone 2A. The A means moist. That single fact drives every insulation decision here: the job is keeping heat and humidity out through a long cooling season, not holding heat in through winter.
The prescriptive attic minimum
The International Energy Conservation Code sets a prescriptive minimum R-value for ceilings by climate zone. For Zone 2:

The City of Houston, Harris County, Fort Bend County, Montgomery County and the incorporated cities around them each adopt their own edition on their own schedule, often with local amendments. Two houses a mile apart can be under different requirements. Before we quote, we confirm which edition the permitting authority for your address enforces, and the quote says so.
How spray foam at the roof deck meets it
When insulation goes on the attic floor, the R-value is measured at the ceiling. When spray foam goes at the underside of the roof deck, the attic becomes an unvented, conditioned space and the insulation is measured at the roof line. The residential code permits this as an unvented attic assembly when air impermeable insulation is applied directly to the underside of the roof sheathing.
Both open-cell and closed-cell qualify as air impermeable at the thicknesses we install. To reach the R-value:
- Open-cell at roughly R-3.5 to R-4 per inch needs about 10 to 11 inches for R-38 and 12 to 14 inches for R-49 by the pure math. In practice, most Houston jurisdictions accept the assembly at the thickness that fills the rafter bay to the level the code and the manufacturer's evaluation report allow, and inspectors look for the installed thickness on the certification.
- Closed-cell at roughly R-6 to R-7 per inch reaches R-38 at about 6 inches and R-49 at about 7 to 8 inches.
Here is where it gets practical. Many Houston homes have 2 by 6 or 2 by 8 rafters, which do not hold 12 inches of foam. The code offers more than one path. Some jurisdictions accept a performance or UA alternative that trades attic R-value against other envelope improvements. Some accept the manufacturer's evaluation report for the assembly. Some want the prescriptive number. We do not guess. We ask the permitting office, and the thickness in your quote is the one that passes.
The right thickness is the one the inspector for your address will sign off on, and we find that out before we quote, not after.
Ignition barriers and thermal barriers
Exposed foam in an attic generally needs a covering. If the attic is only entered for service, an ignition barrier, usually a sprayed intumescent coating, is typically required. If the attic is used for storage or contains equipment that makes it an occupied space in the eyes of the code, a thermal barrier such as half inch drywall may be required instead. Some products carry evaluation reports that allow them to be left exposed under specific conditions.
This is one of the most common things inspectors flag, and one of the most common things left out of a cheap quote. Ours itemizes it.
What the inspector wants to see
- A certification of installed thickness, R-value and coverage area, signed, posted in the attic or provided for the file
- The manufacturer's product data sheet and evaluation report
- The ignition or thermal barrier where required
- Combustion appliances handled correctly, since a sealed attic changes where the furnace or water heater gets its air
- Ventilation of the sealed attic addressed, either by conditioning it with a supply register or by the method the jurisdiction accepts

Does more R-value always help?
Past the code minimum, returns diminish quickly in Houston. Going from R-30 to R-38 matters. Going from R-38 to R-49 matters less, and going beyond R-49 rarely pays back in a cooling dominated climate. What matters more than a few extra R is the air seal, and that is the part blown insulation on the attic floor never delivers.
Frequently asked questions
My contractor quoted 5 inches of open-cell. Is that legal?
It depends on the jurisdiction and the path. At 5 inches, open-cell is air impermeable and the assembly is unvented, but the prescriptive R-value is not met. Some jurisdictions accept it under a performance path or evaluation report. Others do not. Ask the contractor which path they are using and whether the permitting office has accepted it.
Do I need a permit for attic spray foam in Houston?
In most Houston area jurisdictions, adding insulation as a standalone project does not require a permit, but converting to a sealed attic and any associated mechanical or electrical work may. Rules vary by city and county. We tell you what applies to your address as part of the quote.
Can I add spray foam over my existing blown insulation?
Foam goes at the roof deck, not on the attic floor, so the existing floor insulation is not in the way unless it is wet or contaminated. It can usually stay. It does not count toward the roof deck R-value, and once the attic is sealed it is doing little, but removing it is optional.
What R-value do I need in the walls?
For Zone 2, the prescriptive wall minimum in recent editions is R-13 cavity insulation, with options for continuous insulation. Open-cell in a 2 by 4 wall reaches that easily. New construction walls are usually the builder's specification, and we coordinate with them.
